Using the Sinnoh Stone is simple. Tap the Pokemon you want to evolve, and if it's eligible, the evolve button will show the Sinnoh Stone as a requirement.

You need to select a Pokemon that evolves with the Sinnoh Stone, then just hit the evolve button. Make sure you have enough candies!
