Steam Workshop has all the voice packs you need. Subscribe to one, restart the game, and enjoy. Nothing fancy.
Installing voice packs in XCOM 2 is pretty simple! Just head over to the Steam Workshop, find the voice pack you like, subscribe to it, and restart your game. You'll find the new voices in the character customization options!
