To build Promotions R Us, open the Sim Town map, and look for the empty lot with the Promotions R Us sign. Tap the sign, then tap 'Build' and wait for the construction to complete. Easy peasy!

You have to build Promotions R Us from the Town Map. Just tap the empty lot with the Promotions R Us sign and hit 'Build'! You'll need some Simoleons and a bit of patience while it constructs.

I built it by going to the map, finding the spot, and then coughing up a bunch of Simoleons. But now, I get all the sweet deals!
