Building Resident Services in Animal Crossing isn't something you do from the get-go. It actually evolves as you progress. Initially, you'll start with a tent that serves as the Resident Services. To upgrade to the building, you need to play through the game's early objectives. This includes paying off your initial island getaway package to Tom Nook, inviting new villagers to your island, and improving the island's infrastructure. Keep doing tasks for Tom Nook and the upgrade will trigger as part of the storyline. It's not instant, but keep at it, and you'll see your Resident Services upgrade!

Just play the game! Seriously, keep doing tasks for Tom Nook, and eventually, the Resident Services tent upgrades to a building. No specific 'building' required on your part!
