To capture an enemy VIP in XCOM 2, use a soldier with the 'Skulljack' to subdue them in combat. Once subdued, carry them to the evac zone.

You'll need to get close to the VIP, knock them unconscious using a melee attack, and then literally pick up their body and carry them to the extraction point. Time to get those muscles working!
