To have twins in The Sims FreePlay, you need the 'Multiple Births' quest to unlock the Double Shot coffee machine. Then, simply have your Sim drink from it before trying for a baby. Voila, twins!

You can't really force twins without the 'Multiple Births' quest and Double Shot coffee machine. Simple as that.
