How Do You Go Up a Level in XCOM 2?
Use your soldiers in missions and make sure they get kills. Each kill gives them XP, and once they have enough XP, they level up. Basic stuff, but effective!

You gotta get your soldiers some kills! Each kill grants experience points (XP) and levels them up! So, unleash your inner tactician and slay those aliens!
Pro tip: try to spread the kills around your squad. This way, everyone levels up, and you don't end up with just one 眉ber-soldier.
