To level up your legendary weapons in Fallout 76, you'll want to use the Legendary Crafting system. First off, make sure you've got the weapon you wanna upgrade. Then, get yourself some Legendary Modules, which you can buy from the Purveyor at the Rusty Pick bar with Scrip. After that, head to a weapons workbench, and use the Modify option to upgrade your weapon. Remember, your weapon's level and stars can be increased based on the Legendary Cores and Modules you've stacked up.

Short and sweet: Grab Legendary Modules, find a workbench, and start crafting. Your stash of Legendary Cores will determine how far you can go with the upgrade.

Honestly, just play a lot and loot EVERYTHING. Legendary Modules and Cores will come, and then you just upgrade your weapons at a workbench. It's more about grinding and enjoying the journey, than rushing to level up weapons.
