To level up unique legendary items in Fallout 76, you gotta visit a Weapon or Armor Workbench. Then, use the 'Modify' option, and if your legendary item is eligible for leveling up, you should see an option to upgrade it to a higher level. Note, you need to have the right amount of Scrips, which you can earn by trading in your unwanted legendary items at a Legendary Exchange Machine. Also, make sure you got enough materials and the item is at its max durability!

Just keep grinding, my friend! Legendary Scrips are the key. Trade your less desired legendary loot for Scrips at any train station with a Legendary Exchange Machine, then hit a Workbench to level up the goodies you wanna keep. Easy peasy.

Honestly, I never bother leveling up legendaries. I just find new ones. The thrill of the hunt is half the fun!
