Hit level 20 first, then open the Home Store and look in the Outdoor section. Pools are right there, just need Simoleons.

To make a pool in The Sims FreePlay, you need to reach level 20, go to the Home Store, and select the Outdoor section. Pools are built using Simoleons, so make sure you have enough!
