You can practice making films in The Sims FreePlay by completing the Filmmaker hobby event. Once you unlock the hobby, you can send your Sim to practice using the Camera at the Community Center or your home if you own a camera.

From my experience, you gotta unlock the Filmmaker hobby, then let your Sims go crazy with that Camera! It's pretty fun seeing what they come up with.

First, you need to unlock the Filmmaker hobby by completing the appropriate quest. Then, simply use the camera equipment at the community center or in your Sim's house.
