It's mainly about progressing the story. Just follow the main quests and the factions will come to you.
You can recruit faction soldiers by building a Resistance Ring early. Use it to contact and gain support from the different factions, and they'll send their soldiers to help you out.
From my experience, prioritize the Resistance Ring and doing covert actions. That's where you'll get those awesome faction soldiers to join your ranks. Good luck, Commander!
