You can remove a building in XCOM 2 by accessing the Avenger's facilities. Navigate to the facility you want to remove, then select the 'Demolish' option. But beware! It takes time, and you don't get all your resources back.

Just hit the 'Demolish' button in the facilities section. Done and dusted.

To remove a building, go to the Avenger, click on the building, and choose the 'Demolish' option. Simple as that!

Can't actually 'remove' a building in the traditional sense - you can only demolish it and lose some resources.
