To talk in Fallout 76 on Xbox, you gotta make sure your mic is plugged in or your headset is connected first. Then, just speak up! The game automatically picks up your voice if you're in area chat. If you wanna chat with just your team, open the Social menu, switch to 'Team' chat, and boom, your squad is all ears.
