Enemy levels in Fallout 76 are tied to specific regions on the map. As you venture into higher-level areas, you'll encounter tougher enemies. However, the level of enemies also adjusts based on the level of the player in the area. So if you're a higher level, expect to face off against tougher foes. I've noticed enemies don't always match my level, especially when teaming up with friends. They seem to find a middle ground, so everyone's challenged a bit.

Basically, the enemies get tougher the further you wander from the starting area. It's like the game's way of saying, 'You sure you wanna go there, buddy?'

Enemies level with you to a point, but there's a cap in each area. Don't expect to find level 1 radroaches in the endgame zones.
