I've noticed enemies don't always match my level, especially when teaming up with friends. They seem to find a middle ground, so everyone's challenged a bit.
Basically, the enemies get tougher the further you wander from the starting area. It's like the game's way of saying, 'You sure you wanna go there, buddy?'
Enemies level with you to a point, but there's a cap in each area. Don't expect to find level 1 radroaches in the endgame zones.
