Honestly, just join a solid team or ask around in-game. Lots of veteran players have extra plans lying around and are usually willing to help out newbies. I got mine for free from a player who had duplicates!
Ain't nobody got time for that! Just server hop at train stations until you find them. Trust me, it's the fastest way, even if it sounds tedious.
