I played both and found Commander to be challenging but fair, while Legend feels like it’s designed to make you cry. Seriously, you will lose soldiers. A lot.

Commander mode gives a good challenge without driving you insane. Legend mode, on the other hand, is brutal and will test your limits! If you think Dark Souls is tough, you ain't seen nothing.

Honestly, Legend is just unfair. Commander is a good balance of difficulty without feeling impossible. Go with that if you value your sanity!
