Isabelle's age isn't officially specified by Nintendo, but she's often seen as perpetually young and energetically working in the town hall. Given her job position and how she carries herself, she's probably intended to be an adult in dog years, or at least in the prime of her career. So, she's young at heart but wise enough to run the town!
