Filbert isn't exactly 'rare' in the traditional sense since all Animal Crossing villagers have an equal chance of appearing in your game. However, if you're trying to get him to move in via the mystery island tour or campsite, it might feel like he's rare because there are so many villagers! But keep trying; you'll encounter him eventually!
Honestly, Filbert feels super rare to me. Been trying for months and still no squirrel in sight. Guess it's just the luck of the draw.
