Milotic is pretty rare in Pokémon GO. You usually have to evolve a Feebas, which can be a bit of a hassle since you need to walk 20 km with it as your buddy. Good luck!

It's not the rarest, but Milotic is definitely not an everyday catch. Evolving Feebas is the main challenge here.
