If you didn't get Zarude when it was available, you're stuck waiting for Niantic to re-release it.
It's not super common. I got mine during the Secrets of the Jungle event, and I haven't seen it available since.
Zarude's rarity level is legendary! You'll often need to participate in specific limited-time events to catch one.
