Roar of Time is a special move exclusive to Dialga in Pokemon GO. To activate it, you need a Dialga that knows this move. You can usually get it during specific events or by using an Elite Charged TM on Dialga.

If you're lucky enough to have a Dialga with Roar of Time, just select it in battles, and it's ready to roar! But heads up, it's not available in regular gameplay, only during special events.

You can't manually activate 'Roar of Time' as an adventure effect. It's purely battle-related.
