All you gotta do is add your friend's Apple ID as a contact in Game Center, then launch Sims FreePlay – your buddy should appear in the game's neighbors tab!
Just add your friend's Apple ID in Game Center. Simple as that.
From my experience, you need to sign into Game Center with your Apple ID, add your friend's Apple ID as a friend, and then they should pop up in Sims FreePlay. Had a blast visiting my friend's house and comparing our Sims' craziness!
