You can add neighbors in Sims FreePlay without Facebook by using Game Center on iOS or Google Play Games on Android. Add friends there, and they will appear in your neighbors tab!

Trust me, just link your FreePlay to Game Center (iOS) or Google Play Games (Android). You don't need Facebook at all!
