Go into the Armory and you'll find the Character Pool option. Import your desired soldiers and they'll start showing up in your barracks or mission rosters.

Just go to your Armory, then select 'Character Pool'. From there, import the soldiers you want into your game. Easy peasy!

I used the Character Pool to create an entire team of movie characters. Adding them is simple - Armory > Character Pool > Import!
