From my experience, you just need to have your Sim couple make a baby and then wait for it to grow into a toddler. Super cost-effective!

No direct free adoption, but you can have a regular Sim couple make a baby, and then it'll grow into a toddler. Easy peasy!

You can't really 'adopt' a toddler for free in Sims FreePlay, but here's a workaround: Create a Sim couple, have a baby, then advance it to a toddler stage! Voila, toddler acquired without spending LP or Simoleons.
