To become a criminal in Sims FreePlay, you first need to build the Police Station. Then, enroll your Sim in a job as a Special Agent. They can choose to become a villain after a few promotions!

Just send ur Sim to the Police Station and make them a Special Agent. Keep promoting until u can choose the villain path!
