To transform into Golden Frieza, you need to have at least 3 Ki gauges. Then, use the special attack command (down, back, and R2/RT) to activate his Golden Form.
Golden Frieza is unlocked by simply performing the correct move during a fight after building up enough Ki! It's a cool transformation, trust me.
