To start the Steam Deck in safe mode, you gotta power it off completely first. Then, press the Volume Down button along with the Power button until you see the boot menu. From there, you can navigate to the safe mode option.

I had to boot mine in safe mode last week cause it was acting up. Just hold down Volume Down, hit Power, and wait for the magic to happen. Worked like a charm and it was back to normal in no time.
