Your Sims can browse the internet by purchasing a computer from the Home Store and selecting the 'Browse Internet' action. Easy peasy!

To browse the internet in The Sims FreePlay, just buy a computer or a smartphone for your Sim. After that, select the computer or phone and choose the option to browse the web.

Honestly, you don't. The Sims FreePlay doesn't have a feature for Sims to actually browse the internet like we do in real life.
