I've built second floors dozens of times: complete the Multi-Story Renovations quest at Level 17, and then you're free to build up! Use the floor button in Build Mode to add stairs. Easy peasy.

To build a second floor, first unlock the Multi-Story Renovations quest at Level 17. Complete the quest, then use the floor button in Build Mode to add stairs and create your second floor. Happy building!
