Just hit up any high-level area with a bunch of legendary enemies. Loot everything. Power armor parts will start dropping like crazy. Also, keep an eye out for Power Armor Stations; they're gold mines for parts and frames. Easy peasy.
Honestly, just buy them. Grind for caps, then go shopping at player vendors or the in-game shops. Saves you the hassle.
