Honestly, just make sure you've got plenty of Bells saved up. Building stairs isn't cheap, and Tom Nook doesn't offer a discount. But it's totally worth it to make your island more accessible and fancy.
To build stairs in Animal Crossing, you'll first need to unlock the Island Designer app on your NookPhone, which happens after K.K. Slider visits your island. Then, you've gotta talk to Tom Nook at Resident Services about infrastructure changes, and choose to build inclines. Pick your design, and he'll give you a kit to place where you want your stairs. Don't forget, it costs Bells to build, and you can fund it all at once or little by little.
