First, make sure you've completed the quest 'Ocean View Estate'—it's a prerequisite. Then, go to the town map and tap on the empty lot where the Real Estate Agency is indicated. Pick the build option, and bam, you're in business!

You gotta finish the 'Ocean View Estate' quest first. After that, just head to the town map, find the spot for the Real Estate Agency, and start building.
