To cancel a pending transaction on Steam, first try heading to your account details section by clicking your profile name in the upper right corner of the Steam client, and select 'Account details'. Here, you should see a section called 'View purchase history' where you can find any pending transactions. If the transaction is listed there, you might see an option to cancel it. If you don't see the option to cancel, or if the transaction doesn't appear in your purchase history, your best bet is contacting Steam Support directly.

Straight up, it's usually easier to just wait it out. Most pending transactions either complete or cancel on their own after a bit.
