Just keep catching! It's a numbers game. The more you catch, the better your chances of finding a 4-star.
Seriously, your best bet is to grind through raid battles and trust your appraisal system. I've personally snagged a few 4-stars that way!
Join lots of community events! They're often peppered with high-IV spawns. Also, use the appraisal system to double-check your Pokémon’s IVs.
