To catch Gengar, you need to first get a Gastly and evolve it to Haunter, which then evolves to Gengar. Also, keep an eye out for special events where Gengar might appear in raids!

Best way is to evolve a Haunter. Catch a bunch of Gastlys during events like Halloween, they appear more frequently.
