I've done this! Go to your XCOM 2 installation directory, usually something like Steam > steamapps > common > XCOM 2 > XComGame > Config. Open DefaultGameData_Armor.INI with a text editor, and you can tweak the armor stats to your heart's content. Don't forget to backup the original file first!

Editing the .INI files is the way to go. Find the DefaultGameData_Armor.INI in the Config folder, make your changes, and save. Boom, armor values changed.
