Just finish the 'Mischief Unbound' special research and then you can change Hoopa's form with 50 Hoopa Candy and 10,000 Stardust. Easy peasy!

You've got to complete the special research tasks called 'Mischief Unbound' to change Hoopa's form. Finish that and you'll be able to swap between Hoopa Confined and Hoopa Unbound using 50 Hoopa Candy and 10,000 Stardust. Happy transforming!
