Short answer: You can't change your name just in Fallout 76. Gotta change your whole console or Bethesda.net account name. Rip.

Actually, it's not so bad! I changed my PSN name, and my Fallout 76 name updated after I restarted the game. Just be sure you're cool with the new name across all games, not just Fallout 76.
