You can't change them in the middle of a month. Wait till the month ends and then change your Resistance Orders through the Resistance Ring.
Changing Resistance Orders in XCOM 2 is a piece of cake! Just head to your Resistance Ring, start covert actions, and select the orders you want at the start of each month.
Go to the Resistance Ring, click 'View Resistance Orders' and swap them out at the start of each month. Easy-peasy!
Resistance Ring is the way. Check it at the start of each month to swap out Resistance Orders and boost your gameplay!
