Select 'Lighting' in the Explorer, then change the 'TimeOfDay' under Properties. Voila, a different time of day!

Super easy! Just go to the Explorer window, find 'Lighting', and adjust the 'TimeOfDay' property to your desired time.

I've been tweaking the time settings for my game. Just head to 'Lighting' in Explorer and set the 'TimeOfDay' to whatever you want. Easy peasy!
