To change time, navigate to the 'Lighting' in the Explorer tab of Roblox Studio and adjust the 'ClockTime' property. You can set it to any value between 0 to 24.

From experience, I suggest using 'Lighting.ClockTime'. Go to the Explorer, find 'Lighting', and set the 'ClockTime' to whatever hour you want. It works like a charm!
