Click the ladder with your soldier selected. They’ll automatically climb up. Easy peasy!

You need to move your soldiers to the base of the ladder, then click on the top of the ladder. They’ll climb up, no sweat.

Honestly, the hard part is surviving the aliens, not climbing ladders. Just click on the ladder and they'll do the rest.
