Officer on Deck is ez mode if you focus on events. Forget legendaries unless they're in your path. Efficiency is your best friend here.
To complete Officer on Deck in Fallout 76, you gotta earn 10 Promotion Commendations. You can do this by killing legendary enemies or completing Enclave events. Once you have enough, return to the Whitespring Bunker and access the military wing terminal to get promoted. PROTIP: Tag along with higher-level friends for faster completion, those legendary enemies won't know what hit 'em!
Honestly, just enjoy the journey. Officer on Deck quest is more fun if you take your time and explore. Plus, you'll probably naturally complete it as you're adventuring around!
