Grab a trailer hitch from one of the shops in the game. Attach it to the back of your first car. Then, drive the second car up to the hitch and it should connect automatically. Happy towing!

Honestly, just buy a trailer. You don't need to connect two cars when there's a perfectly good trailer option available.

I've got two cars connected by getting a trailer hitch from Wood R Us. Put it on the back of your first car, then drive the second car into the hitch. Works like a charm!
