From my own experience, you can’t create maps directly on Roblox mobile. You’ll need a PC or Mac to access Roblox Studio, which is the tool used for game creation.

Roblox Studio isn't available on mobile. You need a desktop or laptop to create a map. Mobile is only for playing the games.
