First thing you need is Roblox Studio and Blender. Build your scene in Studio, then export and import it into Blender for rendering. Use Photoshop for touch-ups!

I've been making GFX for a couple of years now. You'll want to start with Roblox Studio for creating your scene. Export it to Blender, where you can fine-tune lighting and camera angles. Render it and then touch it up in Photoshop or GIMP.
