Creating hair on Roblox mobile isn't possible directly in the app. You'd need to use Roblox Studio, which is only available on PC and Mac. But you can browse and buy tons of cool hairstyles from the Avatar Shop on mobile!

So, I tried this last weekend鈥攃an't make hair on Roblox mobile. You need Roblox Studio, and that's PC/Mac only. But hey, the Avatar Shop got your back for all those hair needs.
