Just go to your Steam library, right-click on XCOM 2, select 'Properties,' then go to the 'Local Files' tab and click 'Browse Local Files.' In the file explorer window, navigate to the 'XCOM2' folder, then 'XComGame,' and finally 'SaveData.' Delete everything inside the 'SaveData' folder. Boom, all your saves are gone!
I've done this a million times because I love starting fresh. Go through the game鈥檚 load menu and delete each save. Trust me, it's oddly satisfying.
Launch the game, go to 'Load Game' from the main menu, and just delete each save one by one. It might take a bit, but it's less scary than messing with files!
